The purpose of the Baby Watch Early Intervention Program (BWEIP) is to enhance early growth and development in infants and toddlers, who have developmental delays or disabilities, by providing individualized support and services to the child and their family.

Early Intervention (EI) services are provided through a family coaching model that focuses on helping children meet goals in all areas of development. All services take place in the child’s natural environment (home, child care, etc.) and are tailored to meet the individual needs of the child and family.

Annual State Application for Funds Under IDEA Part C: Opportunity for Public Participation

The Utah Department of Health and Human Services offers an opportunity for review of the 2024 Annual Application for Funds under Part C of the Individuals with Disabilities Education Act (IDEA). The application is available to view March 12 to May 12, 2024. Public comment is invited from March 12 to April 12, 2024.

Any parent/guardian or professional who is concerned about an infant or toddler's development can make a referral to early intervention.
Contact your local EI program to request a FREE evaluation for early intervention services.

Learn About the ICC

The Interagency Coordinating Council (ICC) is an independent advisory board appointed by the governor and required by federal regulation to include parents, EI providers, agencies, and representatives from the community. The purpose of the ICC is to provide meaningful direction, assistance, and support to the lead agency: the Baby Watch Early Intervention Program.

The Baby Watch Early Intervention Program does not accept credit card payments over the phone, via email, or in person.

Baby Watch welcomes feedback, both positive and negative, about your family's Part C early intervention experience. Want to give kudos to an outstanding early intervention provider or program? Please tell us how EI has made an impact for your child and family.
You should also contact Baby Watch if you have concerns or disagreements regarding your child's early intervention services that you are unable to resolve with your local EI program.
If you feel your rights have been violated, the following dispute resolution options are available with model letters opens in a new tab provided in English and Spanish:

  1. Send a written complaint within no more than one year of the violation. A copy of the complaint must also be sent to the local EI program.
  2. Request mediation.
  3. Request a due process hearing.
